Paul R Watson Information Systems Consultant
Mr Watson is an IT and procurement professional with worldwide experience, focusing on development projects since 1982. He is an excellent communicator and has proven supervisory and organisational skills in project direction, team leadership and computer support management.
Excellent analytical and document drafting skills give him the ability to gather, analyse and evaluate facts and to present findings in concise structured reports, presentations and discussions. He has extensive experience of EuropeAid procedures, including the Practical Guide to Contract procedures for EC external actions (PRAG), plus preparation of ToR & Technical Specifications and complete EU tender dossiers for service and supply contracts. He has participated in numerous EU tender evaluations for the Turkish Government’s Central Finance and Contracting Unit, and for EU projects in Nepal, Serbia, Uzbekistan, Kazakhstan & Mongolia and in the European Commission for a multi-country project.
In 2007 he worked as consultant in the Turkish Government’s Central Finance & Contracts Unit (CFCU), which manages all the country’s EU projects. He prepared a series of guidelines on preparing Technical Specifications, shortlisting for service tenders and on evaluating supply and service tenders. Those guidelines are now in constant use in CFCU and have helped to reduce the EC Delegation’s rejection rate of Tech Specs and tender evaluations submitted to them by CFCU.
His IT skills including programming; systems analysis; design; development, communications; networks; e-mail, hardware/software specification; installation; systems support; consultancy; training; and standard software packages. He has experience on numerous projects including: market information systems; food production/distribution; farmers' organisations; veterinary services; animal identification & registration; computer centres; study tours; consultancy firms' business development; agribusiness; human rights & access to justice
He is available for short and medium term missions on
development projects anywhere in the world.
